While the lens appears to be functional, we have not tested the electronic shutter. One aperture blade is slightly out of place, causing a slight "teardrop" shape in the iris opening, which may effect bokeh. The aperture lever appears to move through the settings smoothly and the blades look to be otherwise in great condition.

This interesting Ilex 3 inch (80mm) f1.3 Oscillo-Paragon lens was originally made for use on an Oscilloscope (a scientific instrument which produced a 2D graphic image of electronic voltages onto Polaroid film.) It appears to have an electronic shutter which at one time plugged into an Oscilloscope machine to fire the Ilex synchro shutter it is mounted on. It was made to make photographs at a very close distance and is optimized for a 1:2 reproduction ratio.
This lens is attractive for portrait photographers who don't mind going to the trouble of finding ways to adapt it to their cameras: since the shutter is electronic it would be best used adapted to a modern DSLR as a barrel lens (you can manually open the shutter and still take advantage of the iris, but this shutter will not fire manually.) The very fast max aperture of 1.3 is rare for an 80mm lens, so this effort may be worth the work to enjoy the "liquid" bokeh this lens produces wide open. The rear optic has a thread size of 52mm, making adaptation relatively convenient.
