This is the Olympus T28 Macro Twin Flash kit, which includes the macro flash shoe ring and T Power Control 1 unit.  It is used to provide adjustable flash illumination for macro photography. When used with an Olympus OM-2, OM-3 or OM-4 the flash unit can use the camera's TTL metering for flash control.
